Why a federation of the
Haitian diaspora?
Our only worry to change the picture

STATUTES of the
Confederation of Organizations and Extra-border Haitian Means (FORHEF)
Article 1
It is founded between the followers in the present
statutes a Confederation non-profit-making having as title:
The Confederation of
Organizations and Extra-border Haitian Means which can be indicated by its
acronym FORHEF.
Article 2
The central head office of FORHEF is fixed in

Article 3
FORHEF has as objective to create a link between
Organizations and the Haitian Means which are out of borders of the country, to

participate in promotion and in progress of all Haitian nation.
Article 4
The Confederation consists of following
structures:

".
2. Three big regional sections: the Region Etats-Unis-Canada, the Latin Region Caribbean - @, the
Region Europe-Afrique-Asie;
3. Regions are divided into National Chapters
themselves;
4. The National Chapters can be divided into Local
Chapters themselves which can take the name of the administrative geographical
structure of the concerned country.
Article 4 - in
Except Big Central Council, all structures consist
of principally a General meeting or A.G. which consists of all his members and
elects a Directorate among them or sales C.A.exerce
its action by an Executive board.
Article 5
The members
FORHEF consists of:
- active members
- founder members
- members of honour
- members benefactors.
- sympathizing
members
Article 5-A1
Active member of the FORHEF can be Every person
natural or born in Haiti or been born outside Haiti of at least one (e) parent
(e) of Haitian nationality, it doesn't much matter that she enjoys or not of
another nationality, and which has nowadays or that had a main or secondary
home during last two years in a place located outside the territory of the
Republic of Haiti.
Article 5-A2
Active member of the FORHEF can also be an
artificial person with a head office located except borders of Haiti; she must
also be identified as Haitian or because a majority of at least two thirds of
his participants are of Haitian nationality or origin or by naturalization or
because the statutes of the organization stipulate that the direction of the
organization must inevitably be Haitian.
Article 5-A3
The active members are required to pour rights of
membership and an annual contribution sums of which are fixed by Big Central Council.
Alone the active members can participate in
meetings and assemblies of the Confederation with voting powers, be part of
Directorates, be named to functions of direction of the Confederation.
Article 5-B
The founder members of a structure (Big Council or
Chapter) are active members who participated in a
essential way in creation and in launching of structure during the first six
months of its existence. These founder members enjoy privilege to be able to

in structure. Except these cases they enjoy no other privilege.
Article 5-C
The sympathizing members of a Chapter are natural

the Confederation. Their rights and privileges are defined by Big Council. The
sympathizing members participate in meetings and assemblies of the
Confederation with advisory voice.
Article 5-D
The members of honour of
a Chapter are persons who, in the opinion of Big Council, return or returned
services signalled to the Confederation. They are
exempted from contribution The members of honour participate in General meetings with advisory
voice.
5th article
The members benefactors are Haitian or non-Haitian
natural or moral persons who were chosen or by Big Council or with the
approbation of Big Council. They pour rights of membership and an annual
contribution fixed or by Big Council or with the approbation of Big Council.
The artificial persons indicate a natural person made responsible for
representing them within the Confederation. The members
benefactors participate in Assemblies with advisory voice.
Article 6
Big Central Council is composed of thirty three
members, that is eleven members elected by each of
three Regions of FORHEF. These members are called the advisers generals. Big Central
Council constitutes the supreme authority of the Confederation.
Article 7
Big Council elects in its breast for three
renewable years the members of its office which consists of

be an Assistant secretary,
- a Treasurer and, if
need be a treasurer assistant
- representatives for
services called the Commissioners
- Delegates to national or international
authorities

Article 8
In case of vacancy, Big Council endows in the
replacement of his members. The powers of the supply members come to an end at
the time when the mandate of the replaced members should normally expire.
Article 9
The meetings of structures of the Confederation
are held in periodicities, with quorums and according to procedures which are
fixed by the internal regulations worked out by Big Council..
Article 10
Regional, national and local structures are aimed
by regional, national and local Councils established like Big Central Council
and consist of principally
- a Coordinating or
regional or national or local
- one or two
Helpers-coordinators

need be, a treasurer assistant
- representatives for
services called the regional, national or local Commissioners

Article 11
If the single chapter of FORHEF exists in a
country, it takes the name of National Chapter aimed by a National Council. If
several local chapters of FORHEF exist in the same country, they constitute the
National Chapter which is aimed by a National Council composed of the elected
members, to the number of three by local chapter.
Article 12
Every national Chapter elects in
its breast 3 (three) members who are going to represent it with the title of
Regional councillors in the Regional council for a
renewable mandate of two years. If the total of the active
members of a National Chapter is superior to 300, the number of his elected
Regional councillors will be augmented proportionally
to an additional Regional councillor by edge of
hundred additional active members. These figures will be regularly reviewed so
that the Regional total of the members of the Council does not exceed a maximum
fixed by Big Central Council
Article 13 - Meeting of Councils
All Councils meet in periodicity and according to
modalities fixed by Big Central Council. Unless different statuary
dispositions, decisions for daily business are made in the simple majority of
voices; in case of absence of an absolute majority in the first round, the
voice of the coordinator du Conseil

Article 14
The national Chapters are autonomous, but must
have accepted the accreditation of the Big Council which assures the
international coordination of the Confederation. The national chapters will

Article 15
FORHEF, as organization, plays a
perfect neutrality regarding all philosophical or ideological or

Article 20
The regular means of the Confederation consist
of:

contribution;

The present statutes called general statutes can
be only changed by a vote of the two thirds of the members of the Big Council

- resignation;
- decease;
- the expulsion
pronounced by Big Council or the Directorate of the chapter for serious
motive.
Article 23
By waiting for elections envisaged at different
levels by statutes, interim structures are set up, up to convocation, as soon
as it will be possible, of competent voting assemblies.
Article 24
Dissolution.
The dissolution of FORHEF can be pronounced only
by the three quarters at least of members of the Big Council which names then
one or several liquidators. Assets, if need be, will be given
up to an organization with non-profitable purpose which dedicates itself to the
improvement of the living conditions of Haitian living abroad.
CHAPITRE II - THE
PLANS OF FOREFH
To support our
